A couple ideas for ocean fish theme window treatments:
Raffia and sea shells:
Use a raffia and sea shell table skirt to make a valance and cafe curtain. Tape it off where you want to cut it with some masking tape, and cut down the center of your tape. This will help keep it from raveling.
They're about 29" long, so you may want to cut it shorter for a valance, say between 18-24". The full 29" length would work as the cafe curtain. Then you could just put an inexpensive roller shade or mini blind behind it for privacy.
You could us the clip-on type curtain rings and clip them right onto the skirting.
Voile Mesh treatment:
Most fabric stores carry an inexpensive voile mesh type fabric. This would make a great curtain, or just drape and swag it over a rod or on swag holders. It's usually 48" wide in white or ivory.
You could sew in a rod pocket and put on a curtain rod, or as inexpensive as it is you could just double it and hang it over the rod, and puddle it on the floor and use a tie back made from a sea shell necklace. Or instead of puddling it, just tie a big knot on the end.
Use hot glue and add some sea shells here and there for accent. This would look great as a curtain under the raffia valance mentioned above, and as an accent for an ocean fish theme room.
